This event is organised in accordance with FEI Statutes, 20th edition, 17th April 1999 revision April 2001, FEI General Regulations 20th edition, revision  2001, FEI Veterinary Regulations 9th edition 2002,  FEI Rules for Jumping Events 21st edition 2003 and all subsequent corrections and modifications to the above Rules and Regulations as published by the FEI.

An arbitration procedure is provided for under the FEI Statutes and General Regulations as referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies must be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland

FACILITIES OFFERED (Art 132, 133)

RIDERS

4      The OC has obtained special tariffs from some hotels and restaurants in Rosà . Those wishing to take advantage of these conditions are requested to contact the Show Secretary in advance and in writing for details. All accounts are to be settled by those who incur them.

4      The OC will not be responsible for any travelling or living expenses. Competitors will receive their passes and identification numbers from the Show Office on payment of entry fees.

Lived-in horse boxes/caravans will receive electricity free of charge but the OC will only guarantee electricity to those who make their request together with the definite entries, or contact the Show Office personally by 01 June 2004 either by fax (+39 0424 561340.), e-mail (leroane@tiscali.it) or by telephone (+39  0424 561163 ). 

 GROOMS

4      A sufficient number of WCs and hot-water showers will be available. (€)

4      The OC will not be responsible for any travelling or living expenses.

4      Any grooms wishing to remain within the FEI stable area during the night may do so only with the authorisation of the Chief Steward

HORSES

4      The OC will not be responsible for any travelling or feeding expenses

4      Horses must be stabled in the boxes assigned to them on the show ground

4      Horses may not be unloaded on their arrival without the authorisation of the Stable Manager

4      ARRIVAL TIMES:

       Wednesday 20 July 2005 - 9.00 am to 7.00 pm –Thursday 21 July 2005- 8.00 am to 6.30 pm

4      Stables will be allocated on arrival but PLEASE MAKE SPECIAL REQUESTS with definite entries

4      Stables must be mucked out daily and dirty bedding and rubbish placed in the special containers

4      All horses will be bedded on straw unless specifically requested otherwise with entries

4      Further supplies will be provided daily according to instructions & prices available on arrival

4      Horses must be stabled within the FEI stable area for the duration of the event. The stables will be closed between 11.00 pm and 06.30 am. No horse may leave the stable area between 09.00 pm & 07.00 am without the specific authorisation of the Chief Steward unless there is an emergency

4      Horses may not leave their boxes without the official show starting number

4      The OC must be informed by Thursday 12 July 2005 of any riders intending to bring non-competing horses. A charge of € 100 will be levied for each non-competing horse to cover stabling costs. Non-competing horses must be presented at the Veterinary Inspection for identification and vaccination control.

        DEPARTURE: all horses must leave the venue by  1.00 pm  on Monday 25 July 2005

LOCAL TRANSPORTATION

4      The OC will not provide transportation for horses or riders (including airport transportation) but is able to organise the same upon receipt of written request. All accounts are to be settled by those who incur them

ADVERTISING AND PUBLICITY ON COMPETITORS AND HORSES (Art 136)

4      Competitors are authorised to carry the logo of their personal sponsor of the saddlecloth in accordance with the above Article.

4      The Chief Steward is responsible for ensuring that FEI Regulations relating to Art 136 are respected by riders before entering the arena. Competitors not complying with Art 136 will NOT be permitted to enter the arena during the competition.

2.      VETERINARY ASPECTS 'A'

VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLS

These will be carried out in accordance with the Veterinary Regulations, Art. 1011, 9th Edition, 1st January 2002 and the Jumping Rules, Annex VII, 21st edition effective 1st January 2003.

The Veterinary Inspection will take place on Thursday 21 June 2005 between 2.00 & 7.00 pm

General Regulations” 20th Edition revised 2001 will apply

Art 139.1

Every horse entered for any competition at CSNs or CSI* in a foreign country, and all horses entered for other CSI**/***/****/*****, CSIOs, Championships, Regional and Olympic Games, whether at home or in foreign countries, must have an official, valid FEI Passport, or a National Passport approved by the FEI accompanied by an FEI Recognition Card as a means of identification and to establish ownership

Art. 139.2

Horses taking part in CSNs and CSI* in their own country are not required to have such a passport as mentioned in paragraph 1. All such horses must be properly registered and identifiable by diagram. Unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin all horses must have a valid vaccination certificate.

EQUINE INFLUENZA VACCINATION, VET. REGS. APPENDIX VI (except events taking place in NZL & AUS)

All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given no less than 21 days and no more than 92 days apart.

In addition, a booster injection must be recorded as having been given within each succeeding 12 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables.

The above are the minimum requirements for influenza vaccination.

Both primary and first and subsequent booster injections should be given according to the manufacturer's instructions, which will fall within the stipulation of the FEI ruling. In many cases booster injections are recommended by the manufacturers and by National Veterinary Authorities/Regulatory Authorities at intervals more frequent than 12 months.

SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI and Annex III)

Regular sampling is carried out in CCI***/****, CSI***/****/*****, CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended. In CICs***/****, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Art. VR 1017.1)

Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only).

MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY)

The Organising Committees of FEI events within Groups I & II are advised to charge competitors the equivalent of CHF 12.50 per horse per event as a contribution towards the costs of the MCP programme

3.      VETERINARY ASPECTS “B”

4      HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES

All participating horses must be in possession of

§         a declaration (with a detailed list) from their own NF stating that the same is temporarily imported into Italy to take part in the Rosà (VI) CSI**

§         an ATA form from the Chamber of Commerce

§         veterinary health certificate on the International Form

All horses from EEC countries taking part in the show must possess the official veterinary health certificates approved by the EEC Board of Directors 90/422/6 dated 26.06.1990, and subsequent amendment EEC 92/130 dated 13.02.1992

Approved laboratory - applicable only to Groups I and II

Under the Medication Control Programme (MCP) in Groups I and II, all samples collected in

accordance with VR Art. 1016.8. 1018 will be analysed by the:

VIII   MISCELLANEOUS

1.      OBJECTIONS & COMPLAINTS (Art 167, 168, 170, 171)

All objections and complaints to be valid must be made in writing and accompanied by a deposit CHF 150 or equivalent.

2.      DISTRIBUTION OF PRIZES AND INDEMNITIES (Art 130)

Prize money will be paid in Euros at the end of the last class..

Any redistributed prize money will be divided into equal parts among the placed riders according to Art 129.2

PRIZE GIVING CEREMONY

At the end of each class, the first 8 competitors shall enter the main arena for the presentations. Competitors must ride the horse on which they competed unless excused by the Ground Jury (Art 248.5). The owner of the winning horse in the Grand Prix is invited to the prize giving ceremony

3.      DOCTOR, VETERINARIAN, FARRIER

Veterinary and medical assistance, as well as farriery services, are available for the duration of the show. These are at the expense of those requesting them.

Where, in the opinion of the Show's veterinary surgeon, a horse is so severely injured that it ought to be humanely destroyed, the PR should where possible first be informed. However, the Show's veterinary surgeon may proceed with humane destruction, without reference to the PR, in order to prevent undue suffering to the horse. Before taking this action, the Show's veterinary surgeon should, wherever practicable, seek a second veterinary opinion. In such eventuality, owners are responsible for the cost of disposal


 

4.      INSURANCES

All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

The Organising Committee renounce all responsibility for any injuries occurring to owners, riders, horses and stable staff caused by accidents and/or illness, and for all loss of property due to theft, damages, fire or mishaps, and to any damage to electronic/electrical appliances used by participants throughout the venue due to incidents with the power supply including but not limited to power surges.  The participants will meet all repatriation costs following any accidents.

Through their entry in the competition, the participants accept that the OC cannot be held responsible for any accidents during the events and the duration of their stay at the same.

5.      ORGANISATION OF THE EVENT (Art 115.2)

In exceptional circumstances and with the approval of the Ground Jury, the OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. Any such changes will be notified to all competitors and officials as soon as possible and they must be reported to the Secretary General by the Foreign Judge.

6.      ENTRY RIGHT TO SHOW GROUND (Art 133)

The OC will issue each competitor a maximum of 2 bracelets for entry into the FEI stable area and each groom with 1 bracelet. Registered owners of competing horses may receive a maximum of 2 bracelets.

7.      DEDUCTION FROM PRIZE MONEY

 The prize money shown in Appendix A is net of taxes .

8.      SCHOOLING DURING COMPETITIONS

Riders wishing to school during speed competitions must inform the OC before these competitions begin. These riders will start first in these competitions

10.  LATE WITHDRAWAL OF ENTERED HORSES & SUBSTITUTIONS

The OC reserves the right to seek an indemnity of € 150,00 per horse from definitely-entered participants who withdraw one or more horses from the event after 12.00 am on Friday 15 July 2005. In the event that a rider withdraws all of his horses after the indicated deadline, the OC reserves the right if necessary to seek said indemnity via the rider’s NF. This does not preclude or substitute any action on the part of the FEI subsequent to mention of late or unadvised withdrawals in the Foreign Judge’s report.

The OC will accept substitutions of horses and riders until 12.00 noon on Tuesday 19 July 2005

11.  DISPUTES - In the event of any discussion concerning the interpretation of the schedule (in translated languages) the English schedule will be decisive

THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE

The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

1.      At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

2.      Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.

3.      Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

4.      Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

5.      The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

By no means does this entail implicit acceptance of any liability of the FEI for any damages to third parties caused by the OC and its officials, riders, drivers, owners and their horses.
