- CSI requirements (For all CSI events in Europe and Worldwide for Amateur Cat.),

- CSI 3*, 4* invitation system (Europe) and 5* invitation system (Worldwide),

- Equine Anti-Doping And Medication Control Rules (EADMCR), 1st edition, revision effective 1 June 2007,

- FEI Anti-Doping Rules for Human Athletes (ADRHA), 1st edition, revision effective 26 July 2005,

- All subsequent published revisions, the provisions of which will take precedence.

- An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.

- It is the responsibility of NFs to ensure their participants are of the correct age.

Any competitions other than those covered in the Rules for Jumping Events must be approved by the FEI before they may be added to the schedule

Schedules for these events must be sent by the NF concerned to the FEI Secretariat for approval, at least 16 weeks before the event is due to take place.


Final approval of the draft schedule by the FEI, in accordance with Art. 115.1, denotes only that the contents conform to the FEI Statutes, General Regulations and Rules. Each Federation is invited to enter 5 competitors and 5 horses in each Championship. The 5 competitors can start in the Individual Championship, 4 may start in the Team Championship. The OC extends its invitation to one Chef d’ Équipe per Nation, who will be given the same privileges as the competitors. Each competitor may only ride 1 horse in the Championship. No reserve horse may be brought to this Championship. (Annex IX Art.13.2)

A NF that cannot send a team may send 1 or 2 individuals with one horse each. (Annex IX Art.13.3)

One groom per two horses with a maximum of two grooms per Team. (Annex IX Art. 13.3.1)

Qualifications

Horses:

Horses must be 7 year of age or older (Annex IX Art.15.1.1)

The horses that compete in Juniors Championship can not have competed in Nations’ Cup or in a Grand prix at a CSIO for Seniors in the current year. (Annex IX Art.15.1.2)

Competitors:

The Juniors’ Championship is open to competitors from the beginning of the calendar year in which they reach the age of 14 until the end of the calendar year in which they reach the age of 18.

The Young Riders’ Championship is open to competitors from the beginning of the calen­dar year in which they reach the age of 16 until the end of calendar year in which they reach the age of 21. NF’s will have the responsibility to check that all participants are of the appropriate age.

Declaration of starters: The Chefs d’ Équipe must declare the composition of their team (four competitors / horses) to the Secretariat in writing, before 18:00 hours, on the day preceding the Team competition (Annex IX Art.14)



Competitors are invited by the Organising Committee through their NF.

One groom per rider.

  1. DEDUCTIONS FROM PRIZE MONEY

This includes government taxes. If it is necessary for OCs to deduct such taxes, they must provide participants with an official form indicating the amount of tax deducted.

The organizer reserves the right to deduct expenses from possible prize money. Prize money will be deducted in accordance to the Czech law by 25 % before payment. Prize money will be paid in EURO at the show office after the last competition to the Chefs d’Équipe.



  1. INSURANCES

Details pertaining to insurance of competitors, horses etc. Responsibility of OC for damages, fire, theft etc.      

All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

The OC is not responsible for damages, accidents, incidents or illness of owners, team leaders, riders, grooms and horses caused under any circumstances in the competition arena during the competition or outside them.

The OC is not responsible for damages of vehicles, equipment, facilities in stables, or other articles (the same applies to theft and other incidents).

THE FEI CODE OF CONDUCT


FOR THE WELFARE OF THE HORSE


The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.


  1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.


  1. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.


  1. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.


  1. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.


  1. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

Young Riders - 1st Individual Qualifier

FEI Jumping Regulations 2006: Articles 239 & 263 and Annex IX Articles 16.3.2 &. 17.1


There will be a draw for the starting order of the competitors, regardless of their nationality. The competition will be conducted over a Table A course judged under Table C without a jump-off in the event of equality for the first place.

The scores obtained by each competitor will be converted into points by multiplying the time of each competitor by the co-efficient 0.50; the score must be corrected to 2 decimal places.

The second decimal place will be rounded up to 0,005 and rounded down from 0,004. The competitor with the lowest number of points after this conversion will be given 0 (zero) penalties. The other competitors being credited with the number of penalties representing the difference in points between each of them and the leading rider.

If a competitor is eliminated or does not complete his round for any reason, he will be awarded the same number of penalties as that incurred by the competitor who has been the most severely penalised, plus 20 penalties. If the competitor concerned has himself received the highest number of penalties before being eliminated or retiring, 20 penalties will be added to his score. Adding the 20 penalties is done after the time-difference has been converted

into penalties.

There will be a draw for the starting order of the competitors, regardless of their nationality. Table A against the clock without a jump-off in the event of equality for the first place.

If a competitor has been eliminated or has retired, he shall be penalised with 20 points more than the competitor with the highest number of penalties.

COMPETITION No 3


Young Riders - Team Championship and Second Qualifier for Individual Championship

FEI Jumping Regulations 2006: Article 264 and Annex IX Articles 16.4 &. 17.2 & 18

The competition is run over two rounds according to table A not against the clock with a jump-off against the clock in case of equality for 1st, 2nd and/or 3rd place.

This competition is open only to competitors and horses which have taken part in the first qualifying competition, the team classification only affecting the members of the teams who have declared to start.

Classification: Annex IX Art. 18

Starting order:

For the 1st round: by draw.

For the 2nd round: according to the reverse order of penalties incurred in the 1st round - in the 2nd round individual competitors will start before the teams; in case of individuals or teams with equal penalties the same order of starting will be retained as in the 1st round. 2nd round: only open to the best ten teams in the 1st round and teams placed ex-equo for 10th place. Before the ten best placed teams and those placed ex equo for the tenth place begin their second round, all individuals and team members not qualified for the second round may take part in a second round qualifier for the third competition. There will be a break of at least 30 minutes between the second round qualifier and the second round of the team competition.

For the possible jump-off: same order of starting as in the 2nd round.

Jump-off: In case of equality of penalties between teams for 1st, 2nd and/or 3rd place a jump-off against the clock is compulsory in which all team competitors participate. If two jump-offs are required, the jump-off for the 3rd place shall precede the jump-off for the 2nd and the 1st place. The classification in this jump-off is obtained by adding the penalties and the times incurred by the best 3 competitors in each team. In case of further equality of penalties and time, the teams will be placed equal.

The other teams will be placed according to their added penalties in the two rounds. Those with equal penalties are placed equal.

Team Classification: by adding the penalties incurred by the best 3 competitors of each team in each of the two rounds of the Team Championship; for those Teams not qualified for the 2nd round the results of the best 3 riders per team in the 1st round count. Team competi­tors not completing the 1st or the 2nd round receive 20 points more than the worst placed team competitor who has finished that particular round.

There will also be an Individual classification; competitors with equality of penalties are placed equal.

FEI gold, silver and bronze medals will be presented to the riders of the teams placed 1st, 2nd and 3rd.

Total Prize Money:

Team Classification 3.000 € All teams in 2nd round receive prize money.

Juniors - Team Championship and Second Qualifier for Individual Championship

This competition is open only to competitors and horses which have taken part in the first qualifying competition, the team classification only affecting the members of the teams who have declared to start.

Starting order:

For the 1st round: by draw.

For the 2nd round: according to the reverse order of penalties incurred in the 1st round - in the 2nd round individual competitors will start before the teams; in case of individuals or teams with equal penalties the same order of starting will be retained as in the 1st round. 2nd round: only open to the best ten teams in the 1st round and teams placed ex-aequo for 10th place. Before the ten best placed teams and those placed ex aequo for the tenth place begin their second round, all individuals and team members not qualified for the second round may take part in a second round qualifier for the third competition. There will be a break of at least 30 minutes between the second round qualifier and the second round of the team competition.

For the possible jump-off: same order of starting as in the 2nd round.

Team Classification: by adding the penalties incurred by the best 3 competitors of each team in each of the two rounds of the Team Championship; for those Teams not qualified for the 2nd round the results of the best 3 riders per team in the 1st round count. Team competi­tors not completing the 1st or the 2nd round receive 20 points more than the worst placed team competitor who has finished that particular round.

There will also be an Individual classification; competitors with equality of penalties are placed equal.

FEI gold, silver and bronze medals will be presented to the riders of the teams placed 1st, 2nd and 3rd.

Juniors - Individual European Championship - Final

FEI Jumping Regulations 2006: Article 273.3.2 and Annex IX Articles 16.6 &. 17.3 & 19 Competition over two rounds A+B not against the clock with a jump-off against the clock in case of equality for the 1st, 2nd and/or 3rd place.


Obstacles:

Round A: 10-12

Round B: 8-10

Height - 1.40m max.

Spread: 1.70m max.

Water: 3.50 m to 4.00 m (compulsory)

Length of the course min/max:

Round A: 500/600 m

Round B: 450/550 m

Round B must be different from Round A.

The competitors will be invited to inspect the course of Round B. Speed: 375 m/min

Number of horses allowed per rider: 1

Classification: Annex IX Art. 19

Qualified to participate are the top 60% of the competitors (incl. those placed equal for last place) according to the cumulative penalties over the 1st and 2nd qualifying competitions. The number of riders permitted to participate must not be less than 15 and not more than 30. They must have taken part in the 1st qualifying competition (completed or not) and have completed the 2nd competition (without having been eliminated or without retiring); if for any reasons, one or more of the qualified competitors are unable to start, they will not be re­placed by followers.

All competitors who complete round A go forward to round B, (except those competitors who are eliminated or who have retired after round A). The penalties of the two rounds are added.

Starting order:

Round A: reverse order of penalties incurred in the 1st and 2nd qualifying competitions of the Championship. In case of equality of penalties for any placing, the result of the 1st qualifying competition will be the deciding factor for the starting order. The lowest placed qualified rider will therefore start first.

Round B: reverse order of penalties incurred in the 1st and 2nd qualifying competitions as well as Round A. The competitor with the greatest number of penalties will start first, the competitor with the least penalties will start last. In case of competitors with equal penalties the result of the 1st qualifying competition will be the deciding factor for the starting order. Jump-off: In case of equality of penalties for 1st, 2nd and/or 3rd place a jump-off against the clock is compulsory. If two jump-offs are required, the jump-off for the 3rd place shall pre­cede the jump-off for the 2nd and the 1st place.

Individual Classification

Medal winners: by the addition of penalties incurred in the 1st qualifying competition, the 2 rounds of the 2nd qualifying competition (disregarding the penalties incurred in a possible jump-off) and the 2 rounds in the 3rd competition.

Classification of Final Competition: There will be also an individual classification for all com­petitors taking part in this competition for which only the results from Rounds A and B count. Competitors with equality of penalties are placed equal. The prize-giving ceremony for the competition will take place first. The prize-giving ceremony for the Championship will take place last. FEI gold, silver and bronze medals will be presented to the riders placed 1st, 2nd and 3rd in the Championship.

If chart is not applied, prize money must be distributed according to GR art. 129 + 130 and the breakdown must be printed in the Schedule.
