This event is organized in accordance with:

IV. Organization of the event
The responsibility of the organization of the event is on the Organizing Committee and the Ground Jury. The OC and the Ground Jury reserve the right to change the program of the competitions according to unforeseen circumstances.

Preliminary competitions:
Participation in Preliminary Competitions is obligatory for all riders. In the Preliminary competitions the composition of Individual and Team Competitions are formed. The Preliminary Competitions are open to invited riders according to below charts( tab.1).

Dressage Individual Competition: Each horse can compete once in each competition.
Adults**: "Grand Prix Freestyle" open for 12 best riders in the "Grand Prix" test
Adults*/Young Riders: "Intermediate 1 Freestyle" open for 12 best riders from each category in amount of "Intermediate 1" Test . Participation in "Intermediate 1" and "Intermediate 1 Freestyle" allowed for the riders on horses 6y.o. and older in condition that these horses didn't participate in "Grand Prix" test.
Juniors: "Fancy-dress Junior Freestyle" open for 12 best riders in amount of "Preliminary Junior Competition 2006y.".
Jumping Individual Competition: Each horse can compete once in each competition.
Adults**: Competition N6 open for 20 best riders in amount of Competition N3 . Adults*/Young Riders: competition N5 open for 20 best riders in each category in amount of Competition N2.
Juniors: Competition N4 open for 15 best riders in amount of Competition N1.
Team Competition:
Team Entries must be presented by the Chef dEquip to the Organizing Committee after Preliminary Competitions:
21 August presentation of Entries for Dressage Team Competition;
22 August presentation of Entries for Jumping Team Competition.
Each team must consist of 3 riders from different categories. Each team must include one Junior and one Adult** rider. Participation of the third rider is the choice of the Chef dEquip: one Young Rider OR one Adult*.
«Pas de Deux» - competition, included in the Mayors Cup program. Open for Adults and Young Riders.

In case of abstance the Entry in Principle OC reserve the right to refuse the Definite Entry.

IX. Participation
Important- Entry forms must include the following information on horses:
Name of horse, date of birth, breed, country of birth, stood-book initials, passport number, colour, sex, name(s) of owner(s).

Please note!!! The attached Veterinary Certificate to enter Russian Federation (not older than 90 days) for competing from European countries (Schengen, etc) should be ORIGINAL, with signature and stamp of State veterinary of the exporting territory The Original Certificate blank (different for all the European countries), with hologram and coloured should be requested from the Government Veterinary Department of the exporting European country as soon as possible.
EQUINE INFLUENZA VACCINATION, VET.REGS. ANNEX VII
All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, booster injections must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or entry into the competition stables.
The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer's instructions which will fall within the stipulation of the FEI ruling.
XI. The draw
The draw for the dressage riders will take place after the technical consultation of Judges and Chef d'Equips, 18 august at 4 p.m.
The draw for the jumping riders will take place after the technical consultation of Judges and Chef d'Equips, 20 August at 4 p.m.

XV. Facilities offered

Dressage Teams: accommodated (bed and breakfast) from 17 to 25 August at OC expense at the hotel on territory of the Event.
Jumping Teams: accommodated (bed and breakfast) from 17 to 25 August at OC expense at the hotel on territory of the Event.
Meals: at the expense of OC at the hotel (breakfast) and the territory of the Event ( lunch).

2. Horses

Transport expenses to be paid by the competitor.
Stabling to be paid by OC from 17 to 24 August.
3. Welcome
The time and date of arrival of riders and horses and their means of transport must be given to the OC in order to facilitate them on arrival. Information about the date of arrival must be send to the OC before 1 August.
4. Customs formalities
The Organizing Committee is willing to render the assistance to international riders in preparation of veterinary and customs documentation, if they will indicate their points of crossing the border of the Russian Federation in Entries in Principle ( email: fksm@mail.ru or fax. +7 495 318 22 72)

XVI. Financial matters
Moscow Equestrian Federation provides the judgment and controls the execution of the Russian Competition Rules.
OESC" Bitsa" provides all technical, medical, accommodation and reception matters.
XVII. Insurance
All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.
The OC is not responsible for damages caused to competitors, grooms and horses in amount of their illness, robbery, accident or fire, etc.
XVIII. Objections/Complaints
All complaints and objections to be valid must be made in writing.
XIX. Stable Security/Stewarding at the Event
Stewarding at the Event will last from the Veterinarian Inspection to the end of all competitions (28-30.09.08)
1. Access to stable area
The stables must be completely enclosed within a suitably restrictive perimeter (stable area) which will act both as a deterrent to the admission of unauthorized persons and to the exit of horses. The area must be sufficiently large to allow horses to be evacuated from the stables in an emergency but still remain within the confines of the perimeter.
Whenever possible the stable area must include only stables; lorries, caravans, etc., should not be permitted within the area unless specifically needed as accommodation for horses and/or grooms.
Access to stables must be limited to those persons indicated in VRs Art.1005.2.5.
2. Grooms
The Person Responsible must be ensure that his/her groom, or any other authorized person with access to his/her horses, are familiar with the security and stewarding procedures operating at the event attended.
3. Movement throughout event grounds.
Movement of horses between the stables, practice and main arena must be strictly controlled.
4. Stewarding of practice arena
The Chief Steward must ensure that all practice arenas are adequately stewarded all the time that they are officially open. He must also ensure that these arenas are subject to random control when they are officially closed.
